For temporary signage they would be ok. They come with a double sided foam tape adhesive that would stick to the brick.
I would hesitate to use them outside for extended periods. In cold weather, the plastic could become brittle and break easier, not to mention that the UV rays from the sun will attack the plastic long-term since they are not UV-rated

No suction cups from this vendor to my knowledge, but the holders come with double sided foam tape that we used to attach to the walls. Depends if you want the signs to be easily removable. The sign holders are drilled for screw mounts and if you can find suction cups with screw holes, they should be easily attached.
